Publisher Terms

Publisher Agreement

This Publisher Agreement governs participation in the Partner Leads Network publisher program, including network access, campaign participation, traffic quality, compliance, reporting and payouts.

Important: This agreement is intended as a professional operational template for Partner Leads Network. Company-specific legal details, governing law, registered address, payment schedule and other jurisdiction-specific terms should be reviewed and finalized by qualified legal counsel before production use.
01

Eligibility and Acceptance

By submitting a Publisher application, accessing the Publisher Portal, requesting campaign access or generating traffic for any PLN campaign, the Publisher agrees to comply with this Agreement, all campaign-specific terms, compliance requirements, traffic-source restrictions and any applicable policies communicated by Partner Leads Network.

02

Publisher Account and Verification

Publisher must provide complete, accurate and current registration information. PLN may require email verification, identity verification, business documentation, traffic-source information, proof of prior performance or other supporting documents before approving or maintaining an account. Publisher is responsible for safeguarding login credentials and all activity occurring under its account.

03

Network Approval and Campaign-Level Approval

Approval as a PLN Publisher does not automatically grant access to every campaign. Individual campaigns may require separate approval based on traffic source, vertical experience, geography, call quality, advertiser requirements, capacity or other operational criteria. PLN may approve, reject, pause, suspend or revoke campaign access at its discretion.

04

Traffic Source Disclosure

Publisher must accurately disclose all traffic sources and generation methods used for PLN campaigns, including search, paid social, SEO, native, display, content, email or any other source. Publisher may only use traffic sources expressly permitted for the applicable campaign. Any material traffic-source change must be disclosed to PLN before use.

05

Prohibited Traffic and Conduct

Publisher may not generate or submit fake calls, self-calls, automated calls, bot traffic, spoofed traffic, incentivized activity where prohibited, misleading or deceptive advertising, unauthorized brand bidding, spam, fraudulent leads, manipulated call duration, duplicate activity, traffic from undisclosed sub-publishers, or any traffic that violates applicable law, platform policies or campaign terms.

06

Advertising and Marketing Standards

Publisher is responsible for ensuring that advertisements, landing pages, call-to-actions and other promotional materials are accurate, lawful and not misleading. Publisher must not make false claims about PLN, an advertiser, a product, a service, pricing, guarantees, government affiliation or any other material fact. Required disclosures and consents must be presented where applicable.

07

Call Quality and Qualification

Calls may be evaluated using campaign-specific requirements such as service intent, target geography, operating hours, call duration, caller eligibility, duplicate status, connection quality and other approved criteria. PLN may classify calls as qualified, rejected, invalid, duplicate, under review or otherwise non-payable according to campaign rules and validation processes.

08

Tracking and Attribution

Publisher must use only the tracking numbers, URLs, campaign IDs, source IDs and other tracking methods provided or approved by PLN. Publisher must not alter, bypass, obscure or manipulate tracking systems. PLN records will be used to determine campaign attribution, qualification and payout unless otherwise agreed in writing.

09

Sub-Publishers

Publisher may not use sub-publishers, third-party traffic partners or redistributors unless expressly authorized by PLN. Where sub-publisher activity is permitted, Publisher remains fully responsible for their conduct, traffic quality, compliance and adherence to campaign terms.

10

Payouts and Earnings

Publisher payout amounts, qualification thresholds, payment schedules, minimum payout thresholds and payment methods may vary by campaign and account. Estimated earnings are not final until validated. PLN may hold, adjust, reverse or reject earnings associated with invalid, duplicate, fraudulent, non-compliant, disputed or otherwise non-payable activity.

11

Adjustments, Chargebacks and Disputes

PLN may apply positive or negative adjustments where campaign validation, advertiser review, billing reconciliation, duplicate detection, compliance review or other legitimate operational reasons require correction. Where PLN provides a dispute process, Publisher must submit disputes within the applicable timeframe and include supporting information requested by PLN.

12

Reporting

Publisher Portal data may include call activity, qualification status, estimated earnings, validated earnings, payout status and other reporting metrics. Reporting may be subject to reconciliation, validation or delayed updates. Publisher must not rely on preliminary or estimated figures as guaranteed payable amounts.

13

Compliance and Audit Rights

PLN may request information or evidence regarding traffic sources, advertisements, landing pages, campaign methods, consent practices, sub-publishers, tracking, call generation or other compliance matters. Publisher agrees to cooperate with reasonable compliance reviews and to promptly correct any identified issue.

14

Confidentiality

Publisher must protect non-public campaign information, advertiser information, payout terms, tracking details, operational procedures, portal credentials and other confidential PLN information. Confidential information may not be disclosed or used for purposes outside the authorized PLN relationship.

15

Intellectual Property

PLN names, logos, campaign materials, trademarks, technology, tracking systems and related intellectual property remain the property of PLN or the applicable rights holder. Publisher receives only the limited permission necessary to participate in approved campaigns and may not claim ownership or unauthorized endorsement.

16

Suspension and Termination

PLN may suspend or terminate a Publisher account or campaign access for compliance concerns, poor traffic quality, inaccurate information, prohibited conduct, non-payment issues, operational risk, inactivity or other legitimate business reasons. Historical reporting and legally required records may remain retained after termination.

17

Indemnification

To the extent permitted by applicable law, Publisher agrees to be responsible for claims, losses, costs or liabilities arising from Publisher's traffic, advertising, violations of law, breach of this Agreement, unauthorized sub-publisher activity or other conduct attributable to Publisher.

18

Limitation of Liability

To the extent permitted by applicable law, PLN will not be liable for indirect, incidental, consequential, special or punitive damages arising from Publisher's use of the network, campaign availability, advertiser decisions, traffic-source restrictions, suspension, reporting delays or other operational matters, except where liability cannot legally be limited.

19

No Guarantee of Campaign Volume or Earnings

PLN does not guarantee campaign availability, traffic volume, call volume, payout level, advertiser demand, campaign duration or Publisher earnings. Campaign terms and availability may change based on advertiser demand, quality performance, budget, capacity or compliance requirements.

20

Changes to Agreement and Campaign Terms

PLN may update this Agreement or campaign-specific terms from time to time. Material changes may be communicated through the Publisher Portal, email or another reasonable method. Continued participation after an effective update may constitute acceptance where legally permitted.

21

Electronic Acceptance

Checking the acceptance box during registration, submitting a Publisher application, electronically accepting campaign terms or continuing to use the Publisher Portal may constitute electronic acceptance of the applicable terms.

22

Governing Law and Notices

The final governing-law, venue, legal notice address and company entity details should be configured by PLN before production launch. Until those details are finalized, this section remains an administrative placeholder and should not be treated as final legal language.

Publisher Agreement Acceptance

Publishers must review and accept this Agreement before submitting a registration application and before participating in PLN campaigns.
